NatLUST's Board of Directors Includes Representives From Government; Industry & the Consulting Community
- Carol R. Eighmey - Executive Director, Missouri PST Insurance Fund ("PSTIF") and member of the State Fund Administrators Association. PSTIF was created by Missouri's General Assembly in 1989 to meet EPA's financial responsibility regulations. PSTIF is governed by an eleven-member board of trustees that includes eight members appointed by Missouri's Governor and the heads of three state agencies. PSTIF is responsible for insuring Missouri's regulated tank owners, and for cleaning up contaminated UST/AST sites that had been previously closed. Prior to becoming PSTIF's Executive Director eight years ago, Ms. Eighmey worked for the Missouri Bankers Association and the Missouri Department of Natural Resources.
- Daniel F. Gilligan - Executive Director, Petroleum Marketers Association of America, the nation's largest federation of independent petroleum marketers. PMAA represents 45 independent state trade associations who serve 8,000 petroleum distributors nationwide. Mr. Gilligan has served as PMAA's Executive Director since 1998.
- Darrell V. Hill - Senior V.P., Public Finance Department, BB & T Capital Markets . Former Executive Director, Virginia Resources Authority, a political subdivision of the Commonwealth of Virginia. The VRA UST claim financing program ran from 2002 until it was succeeded by NatLUST in February 2005.
- Michael F. Lemon, Chief Financial Officer, Groundwater & Environmental Services, Inc. an
environmental consulting and contracting firm that specializes in soil and groundwater contaminant assessment and remediation for various clients, including the downstream petroleum operations of major and mid sized oil companies. GES has 27 offices and 500 professionals on its staff, and its clients include some of the largest participants in the NatLUST program.
- James R. Rocco, Chairman, the Ohio
Petroleum Underground Storage Tank Release Compensation Board ("Petro Board"). Petro Board is governed by a twelve-person board whose members are appointed by Ohio's Governor with the consent of Ohio's Senate. The Petro Board is responsible for the administration of Ohio's reimbursement program, including financial management, establishment of annual tank fees and deductibles, program policies, and the review of claims and appeals. Mr. Rocco is also a principal of Sage Risk Solutions, LLC. , which specializes in providing environmental risk management for commercial, industrial and Brownfield's properties. Prior to his involvement in Sage Risk Solutions, Mr. Rocco was employed by BP Exploration and Oil Inc. for 25 years in various engineering and management positions. In addition to serving as a NatLUST director, Mr. Rocco also serves as its Treasurer.
- Jon D. Stewart - President, Illinois Petroleum Marketers Association/Illinois Association of Convenience Stores. IPMA's 500 member companies employ over 30,000 people and are responsible for supplying approximately 75% of all petroleum sold in Illinois. Mr. Stewart is also the CEO of Tri Star Marketing, Inc., which operates 48 convenience stores and 2 travel centers under the Super Pantry trade name. Tri Star employes 530 and has annual revenues of $485 million.
- Lindsay B. Trittipoe - President, NatLUST. Mr. Trittipoe helped to create NatLUST's predecessor Virginia Resources Authority Accelerated Claim Payment Program in 2002, and administered the program from its inception through its hand off to NatLUST in February 2005. Mr. Trittipoe has over 20 years of capital markets experience in the fixed income divisions of Wheat First Securities (now part of Wachovia), Craigie Incorporated (now part of BB&T Bank) and Morgan Stanley. In 2006, Mr. Trittipoe served on Virginia DEQ's UST committee, which was charged with, among other things, recommending changes and updates to DEQ's tank fund program. Mr. Trittipoe is currently participating in a DEQ workgroup studying the projected financial condition of Virginia's UST program.
NatLUST's Advisory Committee
- Michaela Brockmann - Program Services Officer, Rhode Island DEP Former Executive Director, Rhode Island Underground Storage Tank Financial Responsibility Fund Review Board. Ms. Brockmann is also a member of ASTSWMO's State Fund Task Force and the State Fund Administrators Association. Ms. Brockmann served as a NatLUST director from its inception through November 2007.
- Michael Fox - Executive Director, Gasoline & Automotive Service Dealers Association, ('GASDA'), Stamford, Connecticut. Mr. Fox has served as GASDA's Executive Director since 1996. Mr. Fox was a Mobil dealer for 22 years and currently serves as a volunteer member of the Connecticut Underground Storage Tank Review Board.
- Eugene Guilford, Jr. - Executive Director, Independent Connecticut Petroleum Association ('ICPA'), Cromwell, Connecticut. ICPA's 500 member companies employ 90% of the 13,000 people who work for the petroleum industry in Connecticut. ICPA represents 90% of the state's 351 home heating oil distributors.
- Elizabeth Lamp - Financial Programs Manager, Virginia's Department of Environmental Quality. Ms. Lamp is responsible for managing Virginia's Petroleum Fund reimbursement program ("VPSTF") Ms. Lamp was actively involved in the creation of NatLUST's predecessor Virginia Resources Authority UST claim financing program.
- Michael O'Connor - President, the Virginia Petroleum, Convenience & Grocery Association , PMAA's Virginia affiliate. Mr. O'Connor was involved in the creation of NatLUST's predecessor Virginia Resources Authority UST claim financing program.
- Cindy Williams - President, Pinnacle Environmental Management Support , a national LUST claims administration firm based in Boca Raton, Florida. Pinnacle prepares & administers LUST claims for many large petroleum marketers.
